Governments everywhere begin to stop enforcing what is no longer enforceable because the people won’t comply any more- they can’t enforce rules without the population onside, going along with them and their every diktat- they’d lose all legitimacy. Just imagine it; a government decrees that all people do such and such. And none (or just a few) of the people do. How stupid and inept would they look. How irrelevant. All that ‘power’ evaporated, faded, gone…
